This is a fake website. It collects your passport information. During checkout, it repeatedly rejects your credit card information, claiming that the card is not valid. Once it has collected the details of all your cards, you’ll receive an email telling you to click a button to pay an additional $100 “convenience fee” to receive your visa, which costs $30. It’s both a scam and data theft.
