This is part of our 'Know your Customer' process to identify and verify that you are the owner of the PayPal/Bank account. This is to combat people using stolen accounts.
Regarding the refund time, we issue refunds within 24 hours through PayPal, and then it can take 1-2 days before PayPal sends back the money to your Card.
