Data Privacy breach of uninvolved people
A previous housemate received a letter from CDER, where the letter kindly asked to phone them if the person has moved. After being tossed from one department to another, they insist on receiving new tenant data in order to remove the previous tenant. Surely this is a breach of Data Privacy, because the new tenants have nothing to do with the old tenants?

Even when the letters were being sent to the wrong address, it wasn't their fault that they had the facts wrong, so my fine went up... They say they have payments schemes on their letters... Absolute bull, they want all the amount.
We all may write a bad review, but it truly doesn't affect scum companies like these, because we are not the customers, we are the prey, the customers are the organisations lime councils who don't care about these reviews, they are just happy that scum like this get the money that is owed to them... May they all suffer in hell.

Phone agent refused to hove me his name or let me speak to anyone senior. Terrifying how recklessly they approach people's lives to stoke fear and intimidation.

What a nasty company, charged me twice when I specifically said I was severely in financially debt. They agreed a payment plan then changed their minds and the lack of empathy in the customer service department you may as well employ robots. The complaints process is a mess and I cant want to go through with the FOS and suggest everyone does the same

As someone who recently received correspondence from CDER Group regarding an alleged council tax debt, I feel it is important to share my experience, particularly for others who may find themselves in a similar situation.
Key Concerns and Observations
1. Statute-Barred Debt and the Limitation Act 1980
My case involved an attempt to enforce a Liability Order dated 6 November 2018. This makes the alleged debt over six years old and potentially statute-barred under the Limitation Act 1980. This is a crucial point for anyone receiving such letters.
2. GDPR and Data Processing Concerns
Upon investigation, I discovered that CDER Group had conducted:
⢠Automated credit checks
⢠Profiling (including Call Credit checks, transiency scoring, and P2P scoring)
This processing was conducted without providing a lawful basis, raising concerns about potential Article 22 UK GDPR breaches.
3. Failure to Recognize Vulnerability
Despite being a formally verified vulnerable person (confirmed by an independent Stage 2 Adjudication on 16 February 2026), CDER's internal systems recorded my 'Vulnerable' field as completely blank.
4. Failure to Provide a Legitimate Interests Assessment (LIA)
When challenged under UK GDPR, CDER repeatedly claimed 'Legitimate Interest' for their data processing but failed to produce any documented Legitimate Interests Assessment (LIA).
5. Subject Access Request (SAR) Obstruction
My attempts to obtain the original Liability Order through a Subject Access Request were met with instructions to contact Rotherham Metropolitan Borough Council directly.
This is particularly concerning given that ICO Case IC-310060-X7W5 (October 2024) confirmed CDER Group had previously infringed Article 15 UK GDPR (Right of Access) â the exact same right I was exercising. It appears this is a recurring issue for the firm.
6. Lack of Responsiveness
After four responses from their Customer Engagement Supervisor, not a single substantive legal question regarding the debt's legitimacy or their data processing practices was answered.
Actions Taken
In response to these issues, the following actions have been initiated:
⢠A formal complaint has been filed with the Information Commissioner's Office (ICO).
⢠An Enforcement Conduct Board (ECB) complaint is being prepared.
⢠A Stage 1 complaint has been initiated against the creditor council.
Advice for Recipients of CDER Group Correspondence
If you have received a letter from CDER Group, please take the following steps:
1. Check the Date: Verify the date of the original Liability Order. If it is over 6 years old, the debt may be statute-barred.
2. Understand Your GDPR Rights: Be aware of your data protection rights and do not hesitate to challenge CDER Group on their data processing practices.

Came home to a notice through the door that was not a notice of enforcement with a box ticked next to warrant of control, quoting some imaginary figure of money and using fear prawn and the nudge theory to get me to pay up - signed by Mr Tate - upon calling Mr Tate he claimed only 1 payment had been made for a fine. I said I have proof of 4 payments. He said he would go back to HMCTS and ask for an accuarate record but a warrant had been issued so I had to pay. I asked which court issued the warrant, he said he could not tell me. I later texted him asking for information of the warrant so I could file a N245 form to have the warrant stopped providing the receipts I had as proof and he sent a summons notice number, I aksed the relevance to the questions on the form as I am sure he would be aware of, he said speak to the court, I said you wont tell me which one.....
Complaint filed with local magistrates court asking where are the payments going - 10 days to respond.
Cder group sent daily threatening texts and emails, wait a minute, were you not meant to be getting the accuarate amount? Call up spoke to Conner who doesnt have to give his last name - told him complaint filed, he said we have nothing on record, asked for warrant information to file N245, nothing provided -just told issued from local magistrates court... I told Conner maxim of law he who asserts must prove and he had proven nothing - there is no warrant. told him to cease and desist and I would be going to the court in person first thing in the morning to file a N244 writing off the debt and citing this whole mess as proof they do not know their a hole from their elbow, catch my drift?
You do not have to let them in or agree to pay. If you need help ring cap money.
warrants of control are usually issued by county courts and are not enforcable that is why they employ bullies.
I have proof I have paid , they just want your loot, your money and anything else they can get. Know your rights, keep the door closed and do not answer questions - Ring cap money. Tell them to cease and desist., They do not have the first clue when it comes to the law, you can ring the court and find out of a warrant has been issued and then you will know what kind it is, I am almost certain in most cases there is not one, if there really was is it is on the agent to provide proof of this on a notice of enforcemnt - note the wording - if there is a warrant a form N245 can be filed for £15 which stops it. They lie and bully. I feel bad for people who do not understand their rights and how these things work. Hope this review helps someone out.

Had a random text from them saying I owe an amount. No way to verify that it wasn't spam, as suggested by the iPhone filter. When called was told, "I don't have time to wait for you to verify if we're a real company". Counterproductive approach to recoup clients' debts.

Baliffs are attempting to collect a debt that isn't ours. They let themselves into my house which as a female on my own to find a man in my house was extremely intimidating.
Despite proving the debt isn't ours they are still persisting to enforce this debt. I quote "they don't care they are here to seize goods"
I cannot believe the behavior of these individuals. I don't know how they sleep at night. They should be utterly ashamed of themselves.

Received a letter from this bunch of halfwits who prefer NOT to respond to emails.
They call themselves Mr or Ms (Surname) as if they deserve Royal Treatment!
Apparently I was driving in London last year, despite the fact my vehicle was SORN plus on axle stands with no suspension, coil springs or track rod ends.
It was also Uninsured, No MOT or VEL because I'm doing it up to give to my daughter.
Anyhow, as far as they are concerned, I owe £1300 for something I haven't done, with a car that can't even run (Starter Motor is shot)
I've emailed these idiots AGAIN stating that there is NO WAY they'll get a penny off me and will also take legal action plus informing the Ombudsman.
I have also supplied dates of pictures of my vehicle plus a screenshot of the DVLA status, as if I'm mental enough to drive in London with no VEL, Insurance OR MOT in the Police Capital of the UK!
This company isn't fit to operate and, judging by the adverse reviews, operate a completely unethical, judgemental and dictatorial company where the staff act like the Mafia.
