The people at Rancho Villa have also experienced the preditory practices by FCPNW. Tenants are harassed by managers in the street, threatened to be evicted because of their complaints of low water pressure and in general being harassed not by one, not by two but now our third managers in Rancho Villa since the took over in Sept 2021. Hence our civil rights are being denied and they have violated multiple laws per the RCW 59.20

Beware! This is a predatory management company, that abuses low income tenants. They began managing our Manufactured Home Park a few months ago and our park is becoming hell.
They are enforcing rules that don't exist. This is illegal. I explained this to Kandice Woehl and while she admits she knows it is illegal she says she is going to do it anyways. Refusing several tenants rent payments until they bend to her will. Example several people can no longer have their dogs in their fenced in yards. Not because it is against any park rules but because she says so! Folks who have had their dogs for 10 plus years are being forced to give up their beloved pets. Giving people 50 dollar fines for rules we never voted in, along with threats of eviction if we don't pay. I believe this is considered extortion?
As home owners we have rights, any new rules must be presented to the home owners and given 60 days to vote them in or out. When I told her this she immediately gave me a 30 day eviction letter and then another one 30 days later. She tried to start the process of a no cause eviction. I paid a 20 year mortgage on my home that they are obviously trying to steal it out from under me because I spoke up and stood up for all of our rights. Definitely has a Machiavellian complex going on.
The Oregon Law Center,Legal aid and The Manufactured home park resource center have gotten several calls from all over the Northwest on these folks. They lie and they play dirty. Beware!
