Unrelenting email harassment

I asked a question on Paypal's site and got an incorrect answer, so I found the solution with zero help from them.

In past 7 days, Paypal has pounded me with useless & repetitive emails, no matter how much I told them to stop. I think that's harassment, don't you?

They say I should change my notification settings, (which were successfully set years ago). Why is it MY job to make THEM stop harassing me? And their settings don't work anyway.

There is no justification for Paypal's outrageous conduct.

Here's a tip for you. The only way I have found to stop the flood of unsolicited emails is to tell them I will write a 1-star review every time they contact me unnecessarily. Eventually, a human takes notice and stops it.

Avoid them if you value your time, money, or sanity

PayPal has shown me the most pathetic customer service I’ve ever experienced on any online platform. I was charged on Oct 8 for an auto renewal for a membership, contacted both the seller and PayPal immediately, and the seller confirmed the refund within weeks. Meanwhile, I shared the seller’s email confirmation and the online chat screenshots with PayPal, along with the case ID provided by the seller.

For over a month, PayPal did absolutely nothing except change dates and pretend they were “updating” the case. When I finally called, the excuses were unbelievable: first the agent blamed the bank, claiming the funds were blocked (false — the money had already been debited from my account), then claimed the seller didn’t issue a refund (also false), then said I didn’t provide a case ID (I did), and finally told me the seller supposedly provided a “fake case ID.” One agent, four different stories — all to justify putting a hold on the funds.

When I asked for a supervisor, I was told supervisors don’t take calls and that I’d have to wait 24–48 hours for some mystery callback. After all the evidence, all the communication, and all the back and forth, PayPal still hasn’t returned a single cent and is now sending me back to the seller again.

This company is a complete joke. The incompetence, the lies, the runaround, and the total lack of accountability are shocking. For a global payment platform, PayPal operates like a chaotic, unprofessional mess.

PayPal operates like a lawless, authoritarian regime masquerading as a financial services company. They arbitrarily freeze and permanently close customer accounts, often holding funds for 180 days without ever providing a clear reason. This is not just bad business practice—it is a blatant violation of fundamental principles of fairness and due process. In a democracy, no entity should have the unchecked power to seize or restrict access to someone’s money without disclosing the allegations or offering any opportunity for defense.

What PayPal is doing amounts to bad faith practices on a massive scale. They act as judge, jury, and executioner with their customers’ money, ignoring even the most basic standards of accountability. It is shocking that such behavior is tolerated under U.S. consumer protection laws. The pattern of abuse is not an isolated issue—it is systematic, as proven by thousands of similar testimonies across social media, online forums, and complaint boards.

Their customer support only adds insult to injury. It is not merely incompetent—it is openly disrespectful, evasive, and useless. Customers are treated like criminals, stonewalled with robotic copy-paste responses, and left with zero recourse. No professional company that values its clients would ever treat people with such contempt.

The evidence is overwhelming: PayPal engages in practices that may very well rise to the level of consumer fraud and unlawful restraint of funds. Frankly, this company deserves to face a large-scale class action lawsuit for the harm it has caused to countless individuals and businesses worldwide.

I would never trust PayPal with a single cent of my money. They are reckless, authoritarian, and dangerous. No consumer should ever rely on PayPal under any circumstances.

No wonder Paypal has lost 65 percent of its value on the stock market in the last five years.

PayPal has CHANGED

PayPal has CHANGED! No longer the great company they used to be. Denied a claim that should have be easy and sided with the merchant that provided a product/service that locked me out after the first use and after uninstalling and reinstalling, contacting the seller and asking for a refund within 1 day because I could not use the provide application. PayPal sided with seller. Are they using AI or just incompetent employees that due not give a crap about doing their job correctly. Not the company they used to be. I will not be using anymore. To many other ways to pay and be treated fairly.

I am deeply frustrated by PayPal’s lack


I am deeply frustrated by PayPal’s lack of action in my case. I was the victim of a robbery, where I was physically coerced into providing my phone PIN. The thief then added an unauthorized bank account to my PayPal account and transferred my funds without PayPal’s confirmation or verification.

PayPal has now closed my case without any resolution or explanation. I personally visited the bank involved, but they refused to disclose any details, citing banking confidentiality laws, and confirmed that only PayPal could request this information.

This is not only fraud and theft but also a failure on PayPal's part to uphold its obligations under the Payment Services Directive (PSD2) and its own User Agreement. PayPal is required to investigate fraudulent transactions and assist in the recovery of stolen funds, yet I have received no support.

I demand that PayPal reopen my case, investigate this matter thoroughly, and assist in recovering my stolen funds. I am extremely disappointed with their service and how they’ve handled this issue.

I would not recommend PayPal to others at this time.

PayPal has sunk to new lows

I've been with PayPal since they started on ebay decades ago. I've never had any poor service, resolving dispute issues, and usually excellent customer support/service.

However as of this year, I've noticed their customer service AND dispute resolution has become ridiculously bad.

Their customer call center has a bunch of useless staff INCLUDING supervisors (that take days to weeks to respond).

Clearly PayPal HQ has outsourced customer service to the LOWEST BIDDER, as I've never dealt with more useless and erroneous people that can't understand basic instructions or basic customer service.

I'm at the point now that I will be cancelling my very old PayPal account and use Google Pay (who is EXCELLENT and handle disputes quick and effectively) and my credit cards, who also are much better than the now useless PayPal company.

No wonder their Trustpilot (and every other rating platform) score is 1 out of 5 stars! If I could give them a ZERO I would, but sadly 1 is the lowest I could go.

Such a shame a long standing reputable company has sunk down the drain.

Avoid business transactions.

Stay away from PayPal if you’re a business. They’ll hold your money ransom and they’ll always side with buyers. Especially if they’re completely fabricated disputes. They don’t care about small business so we shouldn’t care about them. Boycott PayPal don’t let their monopoly dictate your business.

never again

I've used Paypal as my main source of purchasing things online and I've never needed their assistance. Athelta only sent me 2 of the 3 things I purchased & refused to refund me for the item they didn't ship. Their solution was to do a chargeback with Paypal. So I did, Payal denied my chargeback because I returned the other 2 items. I'll never use them again, so much for "customer first". These online companies need serious consequences for scamming customers out of money!

PayPal appears to support scammers, and not protecting customers.

Should be zero star. PayPal apparently is working in cohort with scammers. PayPal earns their cut from fees, scammers get their ill-gotten gains. Customers/buyers are left holding the empty bag. I made an online purchase of a few watches. The fraudulent business/seller uses PayPal for check out process. The watches were never shipped. The scammer used a 3rd party tracking business that doesn't do a good job vetting shipping companies. The shipping company purportedly used by the seller do not exist, or only exist on paper. They provided the tracking company with fake tracking updates. I caught onto their scams when I noticed that they had provided future time/date for the next stages of deliveries. By then, it was too late. I reached out to the business through PayPal, they indicated they would refund me, but it would take 3 to 5 business days. I then contacted PayPal because I can't believe a word that this business was saying. To my dismay, PayPal sided with them because they failed to properly check the delivery information and took it at face value that there was a delivery when in fact, there was never any shipment, and there was no delivery.

I’ve been a PayPal user since 2007

I’ve been a PayPal user since 2007 — both personally and professionally — and I never thought I’d end up posting something like this.

In early 2025, I made the legal move to shift my operations from Canada to the UAE. I set up a new UAE PayPal business account, registered a licensed company, submitted all supporting documents, and started migrating operations.

During this transition, a small $45 CAD negative balance appeared on my old Canadian PayPal account — due to a failed debit transaction. I had valid bank accounts and cards connected, but PayPal didn’t attempt to pull from them. Instead:

- They locked the Canadian account
- Escalated the balance to collections without informing me or letting me resolve it
- Then froze my UAE business account (which had over $15,000 USD in customer funds) based on that small, unrelated issue

Even worse, I couldn’t pay the $45. I added all my banks and cards again. Their system would not display them. It just looped me back to the same screen. I tried calling the collections agency — they referred me back to PayPal. The agent at PayPal (Cindy) was rude, untrained, and used unprofessional language like “I guess?” when I asked what to do.

Then PayPal permanently limited my active business account, froze all my funds, and gave me nothing in return but vague emails citing “potential violations.” No transaction ID. No product details. No DMCA complaint. No evidence. Nothing.

I had submitted:

- CE/EN71 certification for our products
- DMCA protection details
- Valid UAE business license
- Trademark application (U.S. Serial No. redacted)
- Stripe transaction history and Stripe compliance status

None of it mattered. No one reviewed it. No one responded meaningfully. Instead, they closed my chats and locked me out.

This experience has caused:

- Lost income and frozen customer payments
- Credit score damage in Canada due to a $45 collection
- Inability to pay myself, my team, or vendors
- Daily questions from customers asking why PayPal isn’t working
- Health problems and stress, confirmed by a medical report

PayPal has destroyed months of work and investment. I migrated everything legally, hired compliance help, and was mid-transition when this happened. Their actions are not just negligent — they’re structurally exploitative. They freeze accounts, hold money, and deflect responsibility using automated systems and vague policies.

The CEO of PayPal publicly says they support SMBs. I have not seen it. I did everything right. And I’m still locked out.

This is a warning to other entrepreneurs: be very careful building your infrastructure around PayPal. Because when something goes wrong — even if it’s their fault — you’ll be on your own.

Their AI customer service only helps scammers

I ordered from a company called Festival Houses (UBER Technologies was the name on the payment), which is apparently a scam. They provided initial tracking information for my order from Sweden, and it stalled after supposedly entering the US. After more than a month went by with no delivery, I messaged them, and they responded by providing completely different tracking information from China! Neither tracking number appeared to be valid through any US delivery service. Then on May 7th, they messaged me saying the parcel had been delivered back on April 21st. Obviously it had not. I filed a complaint with PayPal and they refused to provide a refund because the fake tracking information, which they apparently didn't bother to investigate in any way, said the parcel was delivered. Just another case of AI bots helping scammers steal from everyone. Disgusting.

They claim they refunded me but my bank


They claim they refunded me but my bank is holding my refund when I called my bank they told me there wasn’t even contact from PayPal! Then when I called the customer service she said “oh you were refunded but we are waiting for that company funds to be cleared” the funny thing is I requested a refund right away like minutes after I figured I was charged when I clicked the shopping cart. I know PayPal didn’t even released the funds to them let alone waiting for their payment back to be cleared. I’m done with them. What was the purpose of using PayPal? It was to make sure the consumers felt safe shopping right? It sure doesn’t feel like it anymore. My bank is way more easier to work with. At least they don’t give me hard time when I dispute charges and I see my funds in my account right away. The agent I talked with suggested I should go ahead and dispute the charges to my bank!!! Then why the hell I used PayPal in the first place!!!! She is keeping me on for the last 25 minutes as I’m writing this. I requested to speak to the manager I think the manager doesn’t exist. I’m done with PayPal and if you have a shred of self respect you won’t use them.

Warning

Warning! Never open a PayPal business account or never link the PayPal app to your website!

Extremely bad experience with the PayPal payment app. on our websites! Payments are held for 21 days and the fee for their wake. "services" is extremely high!

Opening a business account was an absolute disaster, I spent 4 weeks trying to open a business account, everything went wrong! No mutual communication between the help centers, you are really asked to do everything about the information that your company requires you to provide. Ultimately, I also requested a completely incomprehensible fatca statement, which can actually only be completed by your accountant, but I was unable to get the fatca approved despite several attempts.

Software in the app. is hopeless, many parts do not function, for example uploading company data and there is no notification whether this is successful or not, you just have to guess.

Finally, after 4.5 weeks of attempts, I stopped and closed the account. Paypal is really outdated, hopelessly bad, even 1 star is still considerably too much! Advice: never start!! There are much better payment apps around! I have deleted all my paypal payment apps on my website, stay far away from them!!

PayPal Stealing my Money without any Course

My PayPal got permanently limited with $2554.28 and I waited for the funds to be eligible for withdrawal when it became eligible my card was not active to I requested to add card. When the back office received it they limited my account 3 more times and eventually decided to steal my money claiming that is PayPal loss recovering this was done in bits for 2 days on 11th and 12th December. PayPal I need my money stop the thievery!!!

Scammers

They let you set up an account. Then even though you barely use it the permanently lock it and say that they noticed unusual activity. Then they won't give you the money that's in your balance.

I had worst customer relationship


I had worst customer relationship experience ever in USA Paypal. If this is example of what people in US are like... not surprise that USA is in such situation these days... or Paypal is chosing just the rudest people of the population?

I genuinely started to set up my business account on paypal web. Till the point that it started to ask me for papers typical only for USA. It took me time to realize that the logic of Paypal is to have different pages for different countries. I naively thought that it is enough to select the country where my business is located.. but evidently No.
And however I am residing in Asia, somehow the servers directed me to USA. Realizing that, I wanted to close the process and open new account through Thailand pages so I can provide correct documents. But... system didn't allow me. I got stuck in the middle... not able to open account through USA as I don't have documents required for USA companies. So, It is not possible to close the US account (because it is not possible to properly open without documents. What is weirdly a requirement for closing) and can't open through Thailand,because ' the email is already in use'. So, I tried to change the email address so that the primary business address can be used for account in Thailand, but thia didn't realease my email address either unfortunately. On the top of it, the system marked me as a risk or how they call it. Because Im not able to provide documents of USA. Catch XXII.

After talking with customer support in Thailand. They politely appologized and referred me to Paypal customer service in USA. Suprisingly for financial institutions they have customer service available only in certain hours. When I was finally able to reach them. They let me on, and move between different people for 45min just that they can rudely tell me to F* off that they will do nothing about it. I should open new account with new email address. I should consider this as closed, just my emails are blocked there. Practically... what is my issue... just create new email and open new account 🀷🏻‍♀ I was trying to express that that email is crucial for my business, but it met only with coldness and arogancy.

On the top of it when I expressed that the way of their communication is really without compassion what issues they are actually causing to the clients (I haven't even mentioned yet how idiotic the whole situation and Catch XXII. nonsence their answer is...) The guy told me that they don't accept profanity and this is the first warning :))) I had to laugh and ask him what he is going to do. If he is planning to come to Thailand to slap me or close my account? Now, Im thinking maybe I should really swear and be rude... maybe that would help to close my account?

In summary.... badly done system, arrogant and idiotic answers, no compassion or any effort to try to help... my take out of this is... I am heading for different providers. For years Im avoiding to use PaypPal for private payments. It is only my last resort. Now,Just learned that it was a good strategy and it should be the same way with the business... Good warning at the beginning when there are not yet money involved.

And definitely in all costs I will avoid PayPal USA! Such a huge difference from communication with people in asia...

Boycott

Worst customer service and business practices on the planet. Should be boycott and shutdown. Had a fraudulent transaction and they said we'll do an investigation! Literally before I was even off the call got a canned message saying they would be doing nothing to help. Next issue with support. I can't receive crypto but I can buy it!
Anyway this timeMMB phone support talked over me and gave me a wait 30 days script. I kept telling the lady tou don't understand I can buy/sell just can receive any. Oh I'll email you a link to fix this within 7 minutes. Verified email and never got jack (2 weeks now). Oh and checked junk/spam mail. Company help is a joke and a pool of liars.

PayPal forcing friends and family fees.

Been on PayPal over 15 years, tons of sales, I also go do pickups for a partner now since we have access to different regions. When I do that we just do friends and family. But now PayPal blocked my account because they want to retroactively charge 3.25% on our transactions. Just because something is used for business or might be resold, doesn't mean a Goods & Services sale is required in the middle of the process. G&S is so that the seller pays 3.25% and the buyer gets buyer protection. If they don't want buyer protection, PayPal legally can't just force it..... But they will do it anyways.
