My experience gave the impression that the adjudicators had already decided in favour of the parking operator before considering the circumstances of the appeal.
In my case, I was parked correctly in my allocated bay, which I pay for. I was not over any lines and was fully entitled to park there. However, due to extremely hot weather, the plastic backing on my permit curled slightly, obscuring part of the permit number, and I was issued with a parking charge solely for that reason.
It seems obvious that there is a design flaw with permits that use plastic backing, particularly during periods of hot weather, yet this was not taken into consideration at all.
The decision appeared to focus solely on the wording of the parking terms and conditions, specifically that permits must be clearly displayed. Because part of my permit number was obscured, the appeal was effectively dismissed without any consideration of why it had happened. Realistically, what is a permit holder expected to do, sit outside all day monitoring their permit to ensure it does not curl in the heat?
While I appreciate that I am speaking from my own experience, anyone considering an appeal should be aware that it may feel as though the circumstances of the case are largely ignored. Despite presenting what I believed to be a reasonable explanation and clear evidence that I was authorised to park in my own bay, the process felt rigid, inflexible and unwilling to apply any common sense.
The adjudicators came across as though they were simply applying the rules mechanically, with little regard for the specific facts of the case.
And remember, if you get dismissed, you have to pay the full charge so just be carefulâŠ

Having read the negative reviews about this company I went in with low expectations of fighting my parking fine, however I have to say they were indeed independent and I had clear evidence that they took into account and I was successful in my appeal. It feels pleasant to see that there are saner heads out there keeping these absurd parking companies in check. Yes it took a while but certainly happy with the outcome.

Abhorrent. Clearly in cahoots with parking operators. Blatantly ignores any evidence or arguments that benefit appellants, always sides with the operators. It is shocking and disgusting that these corrupt people are permitted to exist in the UK. Something needs to be done about this.

Appealed 7 PCNs via the IAS against Smart Parking (yes, really!). All 7 appeals were allowed.
My advice would be to focus on points of law and carefully check all dates, evidence and signage. In my case, POFA service dates and signage issues were important. Full terms and conditions should be clearly displayed at the car park entrance. Mitigation arguments are unlikely to help.
I found the adjudicator to be thorough, impartial and appropriately critical of inconsistencies within the operatorâs evidence.
The only reason I have not given 5 stars is because the IAS email link on the website did not appear to function properly.
It's a scam
It's a scam. All anonymised and designed to benefit the likes of CPM.
The process has zero transparency, and zero dialogue. They simply ignored my e-permit, even referencing the lack of a valid e-permit in their presumably automated/AI-driven/boilerplate response.
It's worth finding out if a real ombudsman can be brought into play, as this is an anti-consumer smokescreen.
Honestly, there's no justice available in the parasitic world of private parking charges unless you bring your own lawyer to the table. It's a rigged game that government regulation has no interest in correcting. Hopefully a larger lawsuit or actual regulation will see the larger perpetrators, and the members of the IAS, penalised appropriately in the future. Until then? Probably pay up the first notice. It's racketeering, but by the skin of their teeth it's somehow legal.

Inconsistent Decisions and Lack of Transparency
I believe this organisation is far more aligned with parking operators than with motorists.
I received three PCNs for parking lawfully in my allocated parking space. I appealed all three cases using the same evidence and explanation. Surprisingly, one appeal was upheld while the other two were rejected, despite all three PCNs relating to exactly the same circumstances. It raises serious questions about consistency and fairness in the decision-making process.
The adjudicatorâs comments were extremely vague and gave the impression that my evidence and explanations were not properly reviewed at all. Responses felt generic, important evidence appeared to be ignored, and there was very little transparency throughout the process.
To make matters worse, the operator was given more than 4 weeks to respond, which appears to be outside their own stated guidelines.
Overall, a very disappointing experience from an organisation that is supposed to operate impartially and independently.

One Parking Solutions is running a predatory, illegal racket! I am an ex-Senior Civil Servant and a disabled badge holder, and I have never seen such vile, corrupt behavior in my life. One Parking Solutions Limited slapped me with a fake fine and then lied through their teeth to cover it up!
They literally FABRICATED a claim saying they offered me a mandatory £20 mitigating rate for a first-time Blue Badge oversight. That is a flat-out, disgusting LIE! They intentionally falsified evidence to trap me and block me from fighting the charge. To make it worse, these cowards systematically blocked my access to a POPLA code so I couldn't get due process. It is a calculated, deceptive trap!
Then the useless Independent Appeals Service (IAS) rubber-stamped this garbage, siding with these scammers instead of protecting drivers. I was forced to pay £100 under extreme duress just to stop this illegal penalty from doubling! They are extorting money from vulnerable motorists!
One Parking Solution has flagrantly violated the BPA Code of Practice and completely pissed all over the Equality Act 2010!
I have approached BPA to immediately investigate these fraudulent thieves at Mollison Square and force them to refund every single penny of my money. They are aware that if they do not handle these systemic abuses right now, I will personally escalate this to the DVLA, Trading Standards, and the landownerâs executive panel. You will not get away with robbing disabled drivers!

I was directed to the IAS by Smart Parking after the parking operator was looking for payment on 2 PCNs that we had proof of payment for the correct date and time (feel free to see my lengthy review on Smart Parking).
I filled out the required statement along with proof of Ring Go screenshots that showed correct registration, amount paid for the time we were parked.
I was advised a response would be within 2 to 4 weeks, 8 weeks passed before I received a decision and surprise surprise, IAS sided with Smart Parking despite the proof we submitted, infact in the appeals reply from the adjudicator, there was absolutely no mention of the proof we submitted, only that there was signage in place stating that no payment would result in a fine.
Upon doing some research , it turns out that the IAS is funded by the parking sector and that they very rarely side with the person making an appeal, iirc the percentage of winning using the IAS is around 4% whereas with POPLA it was far higher hence why parking operators have moved over to the IAS, its all about numbers and making more money, and if you have a so called "Independent" appeal service in your pocket then you're onto a good thing and you'll be happy to point people making a complaint about the PCN issued to them.
All in all, this company is set up to give you false hope, think twice about using them, I wish I had this knowledge prior to making an appeal through them.
Another Private Parking Company Service
Put in an appeal in February. The only reponse I recieved was that it had been received. Hearing totally nothing. I mistakingly believed it to have been accepted.
Now in May I have a final demand from EPS for £160.
I have tried contacting the IAS, but it does not recognise my password and does not send a code to my email to change the password. They are totally non contactable. It looks like another scam site in association with the Private Parking Fine companies.

Serious concerns about independence and fairness
My experience with the Independent Appeals Service raises real concerns about whether it functions as a genuine ADR body.
I appealed a charge because payment was not possible due to faulty machines, supported by photographic evidence. This goes directly to contract formationâif payment cannot be made, liability should not arise.
However, the adjudicator dismissed the appeal based largely on the operatorâs claim that other motorists paid that day. That does not show that payment was possible at the time I attempted it. My evidence was not meaningfully addressed.
More troublingly, the decision stated that IAS does not consider âfactual mistakes,â which is hard to reconcile with the role of an independent adjudicator. Assessing facts is fundamental to any fair dispute resolution process.
Finally, the operator had already confirmed the charge would be cancelled, yet the IAS still issued a dismissal.
Overall, the process felt procedural, one-sided, and lacking proper evidential scrutiny, raising serious questions about its independence and compliance with expected ADR standards.

Based on the previous reviews I decided not to appeal as itâs quite obvious all theyâre interested in is taking the money. The parking company GS4 also state, if the appeal is declined the full amount and not the discounted amount will have to be paid. Scaremongering to put you off appealing to a so-called independent authority who clearly are affiliated with these companies, who have no other intention other than taking your money, even though in a lot of cases there is genuine mitigation.

Waste of time. A valid ticket was purchased for a pay and display carpark that also has ANPR but only the first 2 letters of the registration was inputted. PCN issues for £100. The IAS have upheld the PCN stating because the full registration wasnât inputted. Waste of time do not bother going through the process.
