Total scam. Don't not attempt to buy the report from them, specifically if a potential buyer has recommended the website.

Guy from india messaged me on Facebook asking about the car I had listed for sale, asked me to provide him a VIN report, but when I offered to provide the Carfax report, he insisted I use Vin Recodes. I Googled this website and found others who said they paid for the report on Vin Recodes then never received anything.paid twice for a report, no reports, sent messages 10 times no response, total scam

Definitely related to a scam, even if it is not itself a scam (just very poor value for money in the UK).
Relentless scammer purporting to be interested in buying a car I have for sale demanding that I purchase a report from these guys "because they're NMVTIS authorized" (NMVTIS being a US institution, my car is for sale in the UK...). Why any buyer would be reassured by a report certifying that a car is legit but provided to them by the person selling the car is beyond me.

I got mugged into getting a report from a prospective buyer. Paid for report and got instant computer code on the screen. Tried messaging them. Got nothing. Wondered why buyer didn't just accept HPI check. Seems like a scam.

Total scammers. Some fake named people insisted me to get a report from that web site to buy my car. Possibly, they’ll steal you VIN and credit card info. Beware!!
